1979: research program for the CIA mind control, called Project MKULTRA, was officially canceled. But the company continues their experiments in secret and gets his first big success: HC, codename Havoc, an incapacitating chemical compounds derived from military, designed to induce hallucinations and paranoia in affected individuals. Managed properly, the Havoc creates an altered state of consciousness in which the individual is highly suggestible, with effects that last long after the first contact.
1987: coincide with Reagan's visit to Berlin, the CIA sent several containers of Havoc with the intention of using them with the population and cause a mass uprising that goes beyond the East German army and force the opening of the Wall. The opportunity to use no-show and the containers are stored in a safe house.
1989: The Berlin Wall falls and the containers are victims the ensuing chaos. The company will lose track in Turkey, where they cross the border into the hands of a renegade spy.
1996: A terrorist threat at the Olympics in Atlanta is neutralized. Held by the command are documents that refer to a hallucinogenic chemical weapon, but no trace of the compound and interviews do not provide any conclusive clue.
2002: The town of Hooper, Colorado, is plagued by what doctors categorized as a "peculiar outbreak of meningitis." The description of symptoms consistent with the pattern of Havoc. Patients are sent to the Military Hospital where, according to Evans reports did not survive treatment. The people of Woodton in Norfolk, England, seems to suffer several cases of the outbreak. Unfortunately those affected die in ambulance accident while being transported to the nearby city of Norwich.
August 2, 2004: Havoc A container is detonated high above the city of New York. The chemical agent is spread through the town, causing the disaster. Before the emergency services have time to react, the area became a battlefield. Sufferers describe demonic figures perched on skyscrapers, giant creatures walking the streets and "cracks" in the reality through which we see a strange and aberrant dimension. The hallucination is shared by hundreds of thousands of people, far from panicking, they are convinced from that moment that the "real" world is illusion and face anyone who tries to deny it.
A special army quarantines New York and its environs, while the people affected are entrenched and barricades. In a surprise statement the mayor, supported by almost all of the council, called for resistance against "external threats" and the slogan "More than human" is chanted in the streets. It is not possible because an evacuation of civilians, organized an impromptu guerrillas, violently opposed to repel decontamination equipment and soldiers with Molotov cocktails and small-arms fire. Aerial photographs show black flags waving in the buildings and graffiti from several tens of meters high with phrases written in an unknown language. Central Park in the field has been burned labyrinthine spirals.
After the first field analysis, the researchers discovered the CIA no Havoc terrified that becomes inert within the scheduled time. This is an idea for one or more games with multiple variations, from the military / tactical research and supernatural horror. Any of the events described may lead to an adventure. The most interesting plot twist is to discover whether the hallucinations caused by the Havoc are just that ... or is there some truth behind them.
